National Cat Herders Day was created by Thomas and Ruth Roy, a married couple who gave America many unique holidays. It was popularized by Dave Platt, an IT specialist who compared managing senior managers to herding cats. The phrase really gained traction during the 2000 Super Bowl when Electronic Data Systems (a provider of information technology services) declared that they have the superpower to communicate with customers as easily as a shepherd controls cats.
